Local Government Housing Kit (NSW FACS)

The fully updated Kit will provide an on-line guide to help councils develop local housing strategies, comprising five modules:
Module 1: Addressing Housing Needs: Context, Roles and Issues
Module 2: Preparing and Implementing a Local Housing Strategy
Module 3: Building an Evidence Base
Module 4: Financial Feasibility
Module 5: Resources
The Kit includes over forty case studies and examples of housing initiatives.

Voluntary Planning Agreement (VPA) Calculator and User Guide (NSW FACS)

Development and refinement of a two-part calculator for assessing: 

1) increases in value created through land use rezoning or increased FSR

2) housing opportunities that can be created by capturing a portion of the uplift.Includes preparation of a plain English User Guide and user testing.

Structure Plan for Urban Renewal of Inner Metropolitan Region (under the Housing Affordability Fund)

Study of the planning context, opportunities, constraints, urban design and development potential

Urban Capacity Study for Urban Renewal of Inner Metropolitan Region

Study of the uplift potential of planning and urban renewal options

Tweed Shire Housing Context and Options

Working with council to explore options and prepare a context and options paper to respond to housing issues. Included housing needs and affordability assessment, workshops and identification of potential actions to address priority issues.

Housing Management and Ownership Options (NSW Federation of Housing Associations and a Major Local Council)

  • Analysis and modelling of social, financial and asset management costs / benefits of scenarios for development and management of affordable housing for options involving Community Housing Providers and Local Government.
  • Exploration of innovative options involving Council owned land and cash contributions in a mixed tenure model.

Local Government and Affordable Housing Roundtable (Community Housing Industry Association (CHIA) NSW)

Professional facilitation of the Round Table hosted by CHIA, a forum for local government and community housing providers to explore planning and development issues.

Current and Emerging Opportunities for Affordable Housing (Tier1 Community Housing Provider)

  • Exploration of policies and strategies for facilitation of affordable housing across selected metropolitan local government areas.
  • Scan of current and emerging opportunities for affordable housing, focussing on local government and key state planning directions

Affordable Housing Strategy: Workshop with Armidale Regional Council and Homes North Community Housing

Facilitation of workshop between council and housing provider to build collaboration and to identify and respond to key issues. Research and documentation of Outcomes and Next Steps.

Submission to the Federal Government's Value Capture Discussion Paper for Community Housing Peak National Organisation

Preparation of submission on the Federal Government’s Value Capture Discussion Paper on behalf of community housing providers nationally.

Facilitating Affordable Housing through Planning Mechanisms (Parramatta Council and the NSW Federation of Housing Associations)

Review of the approaches available to local government to facilitate, acquire and manage affordable housing, drawing out their suitability for application in NSW.

Industry Strategy for Housing and Planning (NSW Federation of Housing Associations)

Review of Issues for Community Housing Providers and development of a Community Housing Industry Strategy which: 
1) explains why it is critical to use all levers to address growing housing needs,
2) explains the important and influential role planning plays in housing outcomes,
3) demonstrates the commitment and capacity of community housing providers, and
4) shows how planning and related policies can support community housing providers and affordable housing more generally.

Desktop analysis, assessment of site redevelopment feasibility and generation of development options. 

Policy and Planning Advice to State Housing Agency

  • Advice on planning matters and
  • Direction and review of planning research, proposals and submissions

Methodologies for assessing development capacity Affordable Rental Housing SEPP

  • Review of draft provisions and advice to government of the implications of options, including feasibility assessment of impact of incentive provisions for developers 
  • Input to and review of part 3: Retention of existing affordable rental housing, and implementation of efficient and transparent compensatory payments system for loss of low cost housing

Development of framework for a high level government working group addressing:

National Affordable Housing Forum: Achieving a National Affordable Housing Agreement
